Im agreeing, totsuka cant seal anything because it cant "pierce" anything.

the "enemy" part is probably just the context of the databook, Itachi wouldnt use totsuka if he wasnt planning on sealing something

It probably has the potential to cut susanoo, but a fully armored PS is wishful thinking
