you poeple dont get it that tobi is madara he has been prooved when kisame addressed him as madara then corrected himself to mizukage then the next proof is when the 4th said it was same person who manipulated the 9 tails and iruka certainly cant controll the kyuubi so therefor madara is only 1 to be able to control the kyuubi as he already controlled it when fighting with 1st hokage
