That includes also the brain afterall the brain is a mass of cells

It depends on the type of brain damage. I doubt she could heal from her brain literally liquifying in her head. But, a less series case would probably be taken care of rather easily.

Well creation rebirth regenerates and reconstructs the tissues and organs by increased cell division.So it depends on the damage,whether it's a fatal strike from the beginning or not.
The brain is not just an organ,is the center of all functions.Yin seal release require her to be on a conscious level,as far as we seen,so does creation rebirth.If she is brain dead at the first place,I don't see how that technique can help her.
