But have Oro surpassed Itachi???

For me it"s likely but i would say more it"s a tie between them.

As an individual, no, he has not. But with his kuchiyose, he can defeat him.

Now that orochimaru can use his senjustu in battle he is now immune to just about every genjustu.......except for izanami.

Oorchimaru would have to watch out for the totsuka blade and izanami.

Izanami is impractical unless your an edo since it takes preparation.
Itachi is one of a kind so the odds are in his favor.

We honestly have no idea how powerful Orochimaru is with arms, but without arms he's potentially able to beat any Kage and believed that he could kill Itachi.

With arms he should be a real threat to Itachi if he wasn't before, he's at least established as a threat to Sasuke. Now with Senju D.N.A. he should be able to use Sage Mode which can put him ahead.

With Edo Tensei alone, he's virtually impossible to beat one-on-one.

Orochimaru didn't have all of his kinjutsu back then, so he wouldn't be in his prime. He was also dying when he tried to take Itachi's body.
