KA > Hiruzen. He won't have a chance to use the RDS.

I guess they're both slow since their prime selves are featless so we're using the old ones which means Danzou can't dodge rds (he has no very impressive speed feats) but he can take out Hiruzen via KA before he could use rds so Danzou still wins
