Why can't Rock Lee learn Jutsu?

I've always wondered about this. I'm aware it may just be his character but is there another reason why he couldn't? Surely he could learn over time? or am i just wrong?

it was only said he lack the abilitie to do it... so i guess he just finds it to hard... but through hardwork he has managed to do much better thigns anyways

also he does have chakra flow otherwise he wouldnt be able to walk on water or open the 8 gates or anything like that :|

if u think about it, it really isnt that odd... Lee has talent for other things which others dont.. drunken fist and the 8 inner gates...

he just cant perform ninjutsu or genjutsu..

he works hard with his taijutsu tho ...

its like naruto cant do genjutsu...
