out of context, Naruto is meant to be the Body and Sasuke the Eyes both together are suppose to end the curse of hatred which is what the sage would have wanted and Even though Naruto will be the one to bring about true peace , sasuke will be by his side as the Eyes.

The Sage possessed Rinnegan, and Madara awaikened Rinnegan, that's it. Nagato/Pain/Obito, they didn't awaiken it naturally, so it's only been two people to have it. And we dont even know if the Sage truly awaiken Rinnegan, he may have obtained it when he became Juubi jinchuriki.

Naruto solely represents the Rikudou Sennin 1. he's the child of prophecy not Sasuke 2. he is the one Rikudou foretold to the Bijuus, not Naruto AND Sasuke

Sasuke represents BOTH the Elder and Younger Sons because as an Uchiha, he accepted the Senju's Will of Fire, the resolution of the dichotomy between Senju and Uchiha is represented by Sasuke WHILE the dichotomy of destroyer (Juubi) and savior is represented by Naruto.

Also Naruto couldn't represent the Younger Son for that would mean he represents the "Body" of the Juubi (Uchiha Sharingan- Juubi's eye, Senju Mokuton- Juubi's body) which is absurd.

I mean look at Nagato why do you think Madara gave him Rinnegan , it's because he would able to use it to it's full potential
