What have we seen from him? An incomplete version of FTG. Suiton based off of pure hype. And an incomplete Edo Tensei that is more than likely inferior to Part 1 Orochimaru's. Did I miss anything??

Don't get me wrong, I'm sure Tobirama is very strong but until we know just what he is capable of, he doesn't belong in a top 20 list.

Not complete argument, Kabuto needs anko to make the bodn STRONGER, it doesn't mean that without anko there's no bond.

PLUS, he doesn't need to summon 30 edos in battle, if he summons nagato, madara and 3rd raikage nobody can beat him... CARE TO CONTINUE?

He needs anko's body in order to keep the jutsu active, so not only does he need anko to absorb her chakra, but he needs her alive to keep the jutsu active. He doesnt get to keep anko in a 1v1 battle..

Prove to me that kabuto can fully control an edo while in SM? He cant

So all the enemy needs to do is avoid attacking the auto pilot edos & go straight for kabuto himself, he'll have to fully control them in order to use them effectively, but too bad cuz he hasnt been shown to even control 1 edo fully while in SM

Your list is decent, but it could do with a few changes: Orochimaru admit that Itachi was superior, so it's asinine to place him above Itachi. Edo Tensei you say? That requires prep and is highly-situational, I mean, look how effective Konan was WITH prep? Kabuto above Madara is a good laugh, same deal about the prep issue; tell me, has Kabuto even presented to be in Madara's league? Not to mention both Hashirama and Madara can break out of Edo-Tensei.

4. Hashirama Senju - Beastly chakra reserves; Mokuton techniques; is a SENJU; he mocked Madara Uchiha without even trying so he must be pretty strong.
   
   
5. Obito Uchiha - Kamui; Izanagi; a watered-down Rinnegan; six Edo Jinchūriki; Gedō Mazō (summoning); Fire techniques on par with Uchiha Madara; a powerful pal, though the fact that he is a cry baby and was scared shitless of Itachi forces me to put him at only fourth place.

Madara Uchiha - Perfect Susano'o; [Tengai Shinsei; Uchiha Return; Gunbai; Fire techniques of enormous sizes; is a cry baby - turned even because Izuna was killed; is a cry baby - turned evil because he couldn't appreciate Tobirama's *** appeal; is a cry baby - sat in a cave for years, sucking Hashirama Senju's chakra.
   
   
7. Nagato Uzumaki - Rinnegan; Shinra Tensei; Rinnegan Techniques; displayed the greatest mastery of the legendary doujutsu that is Rinnegan; is a cry baby - turned evil because of Yahiko's death; is fickle - turned good because Uzumaki Naruto's bullshit.

last five places you put characters well into, but it is really hard to judge further places, as gap between characters is really small and it is really hard to compare them and get supperior one.
