Top 25
Flame me if u will

1. Edo madara (infinite chakra stamina PS Susanno with legs rinnigan sharigan EMS fire release etc)
2.hashirama wood release sage mode water earth releaE hype from asskissing madara
3.Orochimaru (has his arms back witch gives him access to 10,000 jutsu roughly and just took over white Zetsu witch gives him hashirama's DNA sensor abilities he already could merge with ground but he may be able to travel idk has edo tensi back access to 3 hokages (not exactly sure ablut hashirama anymore )not to mention all his snake abilities speed wind release earth release etc)(has wood release) earth release water release)
4.Obito uchia (kuami ms rinnigan intagability)
5.naruto (BM KCM SM, wind release rasengan clones BM SM clones kurama high chakra etc)= Nagato (rinnigan six paths uzimaki chakra stamina etc)
6.Nagato = naruto
7.Mu (fly earth wind fire mastery , invisbilty , dust release split in half etc)
8.3rd raikage (lightning amor best defense speed lightning release black lightning etc)
9.Onooki (earth wind fire mastery , flying, dust release weight changing ability etc)
10Minato (FTG , reflexes, knowledge in sealing jutsu etc

I'd rather make a tier list than a top 25, hope you don't mind :D

Tier 1: Rikodou

Tier 2: DSM Kabuto (with Edo), Edo Madara

Tier 3: Hashirama, Madara, Obito, Orochimaru (With Edo)

Tier 4: Naruto, Nagato, DSM Kabuto

Tier 5: Sasuke, Itachi, 3rd Raikage, Minato, Hiruzen, Tobirama

Tier 6: Muu, 2nd Mizukage, Bee, Danzo, Prime Onoki, Hanzo (Highly underestimated)

Tier 7: A, Kisame, Gaara, Jiraya, Orochimaru

Tier 8: Kakashi, Guy, Yagura, Deidara, Sasori, Shisui, Izuna, Tsunade

That's about 25 character i think, haven't counted them though. I'm a bit uncertain about Tobirama and Hiruzen and Kakashi might be higher depending on what happens in the next couple of chapters. Anyways, that's just my opinion, sure most people will disagree :D

Tier lists work better, that and I don't feel like putting in the effort right now. Unless you mean top 25 favorite characters....

I have excluded Edos cause now all kages r back in their Edo form nd r gonna rock the field. Also Izuna,Sisui and a few others r excluded cause we don't kno much about them.

Where is kabuto?
and Kabuto takes Itachi, it's a manga fact, deal with it Itachi fanboy
