There is no character development for Sakura. Think about it? She's just an average girl. And we think character development for Sakura we compare them to Team 7, Sai, Naruto, Sasuke, and Kakashi. Well these characters actually have a not so pleasant past behind them.

Sai - ANBU kid, no emotions, Danzo's lapdog, his brother.
Kakashi - The Rin/Obito stuff, his father, Minato, and whatever else.
Sasuke - His clan, revenge, and loneliness
Naruto - Nine-Tails, Mom, Dad, and loneliness

Sakura she doesn't have a hurtful past unlike the rest of her team. She's not apart of a clan. Both mom and dad still alive, she will never be able to understand Naruto or Sasuke's feelings. She feel for them, but she'll never understand them. The reason Naruto wasn't able to reach out to Sasuke in part one is because Naruto never understood the pain of losing someone. After losing Jiraiya he understood Sasuke that much more.

People say she's useless, but if she get stronger that's not character development. That's character growth.

She's just average girl. Therefore, she doesn't need character development.

This guy is right.

But, if someone close to her dies she will feel Naruto and Sasuke pain.

There is hardly no character development in Naruto. Kishi refers only to the main characters in Naruto Shippuuden and that's it. Take a look at Neji's development. It was really interesting in Naruto but in Shippuuden nothing happens. It's just like he disappeared. Just in the end we saw him die for Naruto and Hinata's protection.

Neji's character development was done. Only problem was Kishi missed an opportunity to show how much Neji has character had developed. By not having Neji meet his dead when the Kabuto's Edo Tensei was in play.
