He won purely because Neji turned off his byakugan and didn't see Naruto coming due to his own arrogance.

Gaara's sand is a better defense and offence to Neji. He lacks the speed needed to catch Gaara and his sand off guard. Gaara mid difficulty.

OT: Neji could shut off his tenkesu point, shutting down Gaara's chakara (which in turn, prevents him from using sand) and I think Gaara could take Gaara's pre bijuu form. As for the giant Shukakau, GG Neji

gaara can go to shukaku if necessary. plus lee had more speed than neji and couldnt break past the sand armour. if neji touches him its over, but i dont think he can. kaiten would only do so much to keep gaara off him.
