To start off, I really believe that Izuna just like his brother Madara awakened his MS eyes at his prime age. It’s pretty obvious that one cannot obtain an EMS if the eyes that will be transplanted aren’t MS. From the recent manga chapters, Kishi even show us the difference of Madara’s MS design compared to his EMS. This is so comparable to Sasuke’s MS eyes designed in contrast to his EMS. The designed EMS eyes also reveal the combination of both the transplanted MS eyes and the former user’s MS eyes. However, this isn’t about that subject & I really think NB has so many threads regarding this matter.
Anyways, as the title suggest, I believe that the only Uchiha’s who had awakened Susanoo’s were Madara, Itachi, & Sasuke. Other Uchiha’s who awakened their MS but so far no proofs or whatsoever that they obtained Susanoo are Shisui, Obito & Izuna.

As a result, my arguments were based solely from the point of views of my favorite Uchiha’s such as:
• Tobi
• Itachi
• Sasuke
1.0 To begin with, this is what Obito thinks about Uchiha’s & Susanoo.

The scan provided above states that one of the reasons why Tobi looked up to Sasuke is because of his Susanoo. He also deemed that awakening Susanoo is rare even for Uchiha’s. But how will we know if Izuna is one of those Uchiha’s who lacked Susanoo. Possible answers can be gained through Itachi’s statements.
2.0 Itachi was one the greatest actor in the NarutoVerse. Almost 90% of his actions & stories throughout the manga were made-up of lies or controversies.
Actually, this is what Itachi said about Izuna during his battle with Sasuke.

But as I’ve said, Itachi was a great liar. So how do we really know if his tale was reliable, most especially from what Hashirama’s side of story, Izuna was clearly inferior to Madara. However, it’s important to note that both the stories of Itachi & Hahirama, the brothers obtained their MS & Madara became the Uchiha Clan’s leader. Therefore, the probability of Madara & Izuna being equals as what Itachi stated could be true as they trained or continually fight each other to become the strongest until they gained their Mangekyo Sharingan. I believe somehow through awakening their MS, only Madara gained Susanoo & this put him above Izuna & eventually became the Uchiha Clan leader.

To back-up my claim, this is what Itachi thought when he first saw Sasuke activates his Susanoo.

From the scan above, it’s clear that Itachi was surprised that Sasuke can even activate Susanoo. Itachi was aware of the history of his clan as well as his village according to Hiruzen, so he might have an idea about Madara & Izuna’s abilities. If Itachi was impressed by Sasuke’s ability to use Susanoo then this could be a hint that Izuna doesn’t possess the same technique. Meaning, even blood-brothers does not share the same abilities.
3.0 Sasuke’s view on Susanoo.

Sasuke’s view on Susanoo affirms you need two MS eyes to utilize the technique. This is so true if we take on Obito’s incapacity to obtain Susanoo, as he only possessed one MS eye. But taking all what Sasuke’s view on the technique is contrary to what the databook declared as both “amaterasu & tsukuyomi” were the requirements to obtain Susanoo.
Conclusion:
Amongst all the statements of the three Uchiha’s, I believe Obito’s proclamation was the handiest. “Susanoo are rare even for Uchiha’s”, this could only be the reason why even Izuna or Shishu who possessed MS eyes failed to obtain Susanoo. Furthermore, we haven’t seen Madara uses Amaterasu even with his critical situation from the flashback of his fight with Hashirama or with the current war going on. This manga fact alone downgraded databook or Itachi’s view on Susanoo which suggest that you needed Amaterasu & Tsukuyomi to fully awake Susanoo.
Points to consider:
Shisui – we all know that “KA “ came from his MS abilities and was regarded as the strongest genjutsu of the Uchiha’s. Since Shisui planned to use that jutsu to stop the “coup de tat”, then it’s safe to assume that he possess MS before Danzo stole his right eye. Logically, if he was unwilling to give Danzo his right eye, then he must have use Susanoo to protect himself. Unfortunately, Danzo have no knowledge of Susanoo when he first clashed with Sasuke.
Obito – his revelation suggest that Susanoo’s were rare even for Uchiha’s. But history tells us that Madara was the first Uchiha who awakened MS, & we all know that only few Uchiha’s possessed MS after Madara, whom are Izuna, Obito, Shisui, Itachi & Sasuke. Amongst all these candidates, only two of them have shown Susanoo.
Izuna – if Izuna really acquired Susanoo, then I doubt if the 2nd can actually slash him since a version 1 Susanoo or just a mere rib cage can protect him from Tobirama’s attack. Besides, Itachi wouldn’t doubt Sasuke’s ability to use Susanoo.
