One Piece in my opinion is soo overrated. Fanboys declare it scripture of the Manga World. Don't get me wrong, I love One Piece, it's story telling and World is amazing, but Naruto offers many things that One Piece doesn't. Also, I like Toriko a lot more than I like One Piece, but hey, that's just my opinion.

Sorry, I haven't seen that one! 203 episodes is just too much for me now. I've been watching shorter shows, like on average of 25 episodes-ish, and I'm currently watching Black Lagoon.

I guess I'd say neither as well. Or more accurately it's both depending on where you go, so it all cancels out.
One Piece is the best selling series in Japan, so obviously it has an enormous fanbase. Said fanbase is really dedicated and quite a few people would argue that OP is the best anime/manga. I for one wouldn't quite agree with that, but I can understand why people would think that because it is a quality series and definitely one of the better Shounen out there.
Then there's the faction of OP haters out there. Sad thing is that, of all the hater factions I've seen, the One Piece one is probably the worst. 90% of the time, people who hate One Piece are incredibly misguided because they either make assumptions that it's bad without seeing it based on the art or get the notion that because the 4Kids dub was bad, the entire thing must be bad. I know some people myself who love Fairy Tail but hate One Piece, in spite of the fact that they're incredibly similar (and One Piece is the superior in my eyes) so it's obvious that the only reason they dislike it is because they haven't given it a proper chance and are too hard-headed to admit otherwise.
So in the end I can't say it's enough of either to say for sure.

I think it is overrated because it is touted as the best manga ever. It is good, great actually but i don't think it is the best

Having read through both, I can definitely say that I would view One Piece as superior to Naruto. It does start off slow, but as it progresses it has amazing character development, a moving story, and so much variety to an adventure that goes on for really long but feels fresh overall.
Can't say that you're "wrong" because it's all a matter of opinion, but if you've only read 10 chapters of One Piece then you probably don't have the right to say it's overrated. To be honest, 10 chapters isn't enough to judge any long running Shounen, I can definitely say that Naruto's first ten chapters were nothing special so it's unfair to expect the same of OP.
In my personal opinion, I believe One Piece to be the most complete manga I have read thus far. I can't claim it to be the best manga of all time, because I haven't read that many mangas in the first place. But it is my favorite at the moment out of the 5 manga I am keeping tabs on at the moment.

Naruto

Just for kicks, I'm going to give you the TV Ratings of Japan for both One Piece and Naruto. Let's pick a random year ... hmm, how about the first half of 2012? I'll take all dates and get the mean, which means the average.
