Water - 2nd hokage (I havent seen his fight much) or kisame (because of his shark mode sht)

Fire - idk itachi and madara seem equal to me.

lighting - (I like kakashi but he doesnt really try to do anything fancy with his lightning. & sasuke has kirin but i think darui's wolves r on that level and he doesnt need to shoot fire in the sky to summon them. & yes raikage's sheild.) so probably Darui or raikage

Earth - onoki

wind - naruto / jiraiya (it still aggrivates me that naruto never learned to do rasengan with one hand.)

Lightning Style: 3rd Raikage, Sasuke and A.

Water Style: Kisame and Tobirama.

Earth Style: Onoki and Kitsuchi.

Wind Style: Naruto i guess=?

And then there's Nagato and Kakuzu who had pretty good mastery of all the elements.

Although i would replace Itachi with obito & jiraya is questionable because his fire jutsu is a collaboration. Its not pure fire as it also possesses toad oil to increase the flames. Maybe hiruzen will get the spot, im actually interested to see what he brings to the table Lol.

(Muu's flying is earth style, but Kitsuchi & Akatsuchi beat him)

Either way? Nope. I don't think you understand that syntax.

Amaterasu is fire style/release, and Sasuke utilizes Amaterasu best skill/power wise, hence he's the best fire user with Ama included which btw is the ONLY WAY according to the databook.

Excluding Ama, Sasuke is still equal with Itachi or perhaps even better with it considering that he forced Itachi to use Amaterasu because he was being overpowered by Sasuke's 3 tomoe fire techniques.
