My theory as to why the Rikudou might have "created" his sons:
My thought is that he created his sons in the same sense that God created Adam: breathing life into creation.
My thought is that if the Rikudou had a woman that he got pregnant, the genes he passed onto the 2 sons might have made it easier for either to get the Rinnegan.
I think he "created" them because him not exactly passing his DNA (other than "spiritual DNA") would make it harder for them to get the Rinnegan.
I believe he did this because he knew that such a mighty power could be used for good or evi, ( Even Jiraiya said in ch. 373 that it could be a godly tool for salvation in a chaotic world or a weapon ends all of creation by returning everything to dust), he wanted to make it more difficult for other people to obtain it.
This could account for why the Hashi DNA-injected Madara, the greatest Uchiha member to live, was the near the end of his life when he unlocked the Rinnegan.
