No. Without the weights his speed is higher than 4, since weightless Lee is NOT base Lee, which is what the databook is based on.

The speed means nothing in Naruto. Raikage is the 2nd fastest Shinobi right now, but Madara ( who is like 100 times slower ) fodderized him.
If you are smarter then your opponent you can make a strategy to take him/ her down.

Madara didn't beat him because of smarts, he beat him because of raw power ( Susanoo ).
