Being relatively slow is one of the jutsus characteristics, anyone who is constantly moving won't get hit by it. Ino-shika-cho exists for some reason.

Lee loses scenario one high difficulty but wins scenario two mid difficulty.

The reason he wins scenario two is quite simple. His speed even in base is very fast so no one from S.H.I.T. will likely land a hit on him. Once he goes gates, he should have the stamina to use it for long enough to defeat his opponents. None of these four have attacks that are likely to hit him as long as he is moving around. Lee does move around a lot since he is a taijutsu only fighter.

He loses scenario one since part one base Lee isn't much faster than his opposition so the combination of Sakura to distract him and then Hinata using vacuum palms and spamming weapons is bound to hit him. Gated Lee is very fast but he doesn't have the stamina to beat all four considering after using the initial lotus and the reverse lotus, Lee was very drained. After he uses these two to take two girls out, he'll be too slow to dodge the remaining attacks such as weapon spam, vacuum palms and poison/sleep gas bombs.

These seem plausabie and well-explained; but i think he might own the 1st scenario; he can not stay in gates mode for a long time; but his base taijutsu can own Ino easily even in his part 1 self; also he can harm others with that. Gates would be the final blow.

If you are smarter then your opponent you can make a strategy to take him/ her down.
