suna kages seem to be the weakest..not even the third kazekage was a big deal with his iron and he was considered the best one of his village

To be honest I don't see him putting up a great fight against Orochimaru anyway, Kabuto and Kimimaro were both there with him so I doubt however strong he was he could defeat all three of them.
