Most evil anime character

These two I would definitely agree with. In general Seinen villains tend to be a lot more evil than Shounen villains because they have darker motives and more room for doing screwed up stuff. Griffith in particular has done some really screwed up stuff, considering the circumstances it made sense WHY he did some things but even then he goes very, very far to further his own goals and it's pretty tragic to see.

Another one I'd have to mention is Dio Brando from JoJo's Bizarre Adventure though. Probably the most scumbag Shounen villain I've ever seen. In particular he shows how much of a douche he is in part 1 of the series, doing pretty much anything to piss off the protagonist like kissing the girl he likes and burning his dog.
Wow, he sounds like a real prick. I'm starting to feel real curious about JoJo o_o

hes a psychopathic murderous mindrapist thug who tries to pass off awful crimes as "for the greater good" and is willing to sacrifice entire countries if it means his own is safe

Easley is actually a pretty decent guy when compared to the other Awakened Beings in Claymore. I'd go as far as to say that he could be considered "neutral" rather than good or bad. He even takes in Raki and trains him, despite Raki being just a human.

Legato or Knives from Trigun are pretty bad. Almost everything they do is an attempt to bring pain to Vash.

He sacrificed his whole awakened being army as a mean of diversion, he even said he used his family as way to achieve his goals, in the end he might have shown some remorse but still they way he used the other awakened beings as expandable drones was extremely cruel, awakened beings loose all connection to humanity and are considered very sadistic, isley was a monster

I wouldn't really consider Lucy evil...More of a girl who went through so much pain after finally finding trust in the human race. A fallen one.
She still really hated humans, she wouldn't even hesitate to kill a human child, she did turn out pretty good in the end since she was the main protagonist after all

The thing is...the events that happened in her past drove her to hate humans...and when she found trust in one, she felt betrayed after what he did. Mankind only showed it's bad side to her. She isn't evil, just misguided, depending on what perspective you look at it from. Were her actions justified? Was she wrong in killing? Did the humans deserve it? This all depends on how you look at the character, but describing her as "evil" is a little too easy for the depth of the series. Elfen Lied isn't your good guy, bad guy type anime.

The humans certainly deserved it xd specially after the puppy killing in the orphanage :( which was the most ****ed up scenes, the thing that drove her to kill was her other killer instincts, the other voice inside was constantly tempting her and provoking her, if Kouta didn't come into her life I'm pretty sure she would've turned into a complete monster, all she wanted was some love and acceptance, still I agree we wouldn't call her evil just very very brutal, but from my perspective I'd call her evil :p lol
