No if Madara is in his perfect susanoo, frog song won't reach him. Anyway, Madara can simply blow away the sound waves with the winds created by the perfect susanoo sword slash. Not to mention that even in sage mode, Jiraiya still requires time to paralyse his opponents. It isn't an instantaneous jutsu. Also Jiraiya doesn't start in sage mode as the OP never specified so your what if scenario has no meaning.
