The fact is we’ve never seen him do that in a battle scenario and there is no reason to suggest he would. The Raikage is a wrestler. Beyond that even when he had Sasuke without Susanoo on, did he try that on Sasuke? No. Instead he picked Sasuke up to Liger bomb him.

In order to decapitate Tsunade with force he would need to ensure she could not move backwards which is what Bee’s purpose was in the Lariat. So no, it will not be a speed blitz over battle. It will be a battle that drags on. This is problematic for A.
A has bijuu level chakra I’m aware. However, that didn’t stop him for conserving chakra against Madara.

In fact had he been in V2 the whole time Madara would have never touched him. So in his need to conserve chakra, lies Tsunade’s method to defeat him. So allow me then to establish why Tsunade should be able to outperform him. When she uses Byakugou she keeps it active and does not deactivate it. Which is impressive and she needs to constantly keep chakra flowing through her cells and ready for regeneration.

And that was for the minor injuries she received from Kabuto’s chakra scapel. So then, imagine the amount of chakra it took to regenerate several organs, bones, and blood.

She did all of that regenerating after she was first stabbed and then took three yasaka magatamas when the same Magatamas nearly made it through Gaara and Oonoki's two layer defense.

So clearly, Tsunade is a chakra monster. But perhaps we are thinking Tsunade underwent the Kakashi effect and just received a crap load of chakra for the war arc.
Well if we examine the incidents during Pein’s invasion, we will find that Tsunade summoned Katsuyu.

When Jiraiya demonstrated that summoning large summons takes considerable chakra, in fact at one point Naruto had to rely on Kurama’s chakra to summon him.

So summoning Katsuyu would require a nice chunk of Chakra. Then proceeded to have Katsuyu attach herself to most of the villagers and protect them and while Tsunade would use her chakra to heal them.

Now the important thing to keep on mind here is firstly healing requires a lot of chakra. Secondly that the Allied Shinobi Force is comprised of 80,000 people divided between 6 groups.

So that leaves about 13.3 thousand shinobi in Konoha and that would not even constitute all the villagers. Why would all of the village be the army People are still needed to perform all other everyday tasks of life. Which means Tsunade probably healed over 10 thousand people. She obviously did not treat them all, but the majority of them she did. So her chakra reserves are obviously incredible.

Now it is not a question of Raikages Raiton Cloak Speed versus Tsunade, he outclasses her there obviously. However, he has not shown he can outclass her in Base. If we look at his speed feats in base it does not out class Tsunade. His blitz of Zetsu is lackluster when we consider that Zetsu was supposed to be watching 5 kages, Mifune, and 10 body guards.

the point I'm making was that in Base Raikage did not make it as far as Tsunade did. So to say oh well he could have just blitzed Madara, if he was capable of such speed in base why was he unable to get to where Tsunade was faster than it took her to get there. In fact he only managed to jump slightly ahead of Oonoki.
Now I know you say Tsunade won’t be able to see Raikage. But Bee was able to see him in V1 without sharingan, Naruto was able to see him without sharingan

. So it stands to reason if Oonoki was use two jutsus then Tsunade could react with something that is not a jutsu. And even if she can’t react byakugou will take care of most of the damage. But A prefers not to use a lot of V2 during extended battles due to it seemingly using a lot of chakra. But in V1 his attacks are weak enough that Base Bee was unscathed.

So it stands to reason that Base Bee is weaker than V1 Bee. And v1 Raikage is weaker than Base Bee therefore V1 Raikage is slow enough for Tsunade to see and weak enough for Tsunade to tank.
Now besides Raikage’s punches and chops he grapples. Grappling would pose an immediate disadvantage as that would require sustained contact against Tsunade in which Tsunade can more easily counter. And once Raikage goes into base not only is he slower but he’s weaker. Which means Tsunade would easily overpower base Raikage. And because he’s slower in base he couldn’t stop her from summoning Katsuyu. Katusyu shouldn’t have a problem hitting base raikage with acid, or overwhelming him with clones considering she was attached to over 10k villagers and some of her clones were still bigger than humans.

I'm not one of those fanboys who says A stomps Tsunade or A beats her low diff. Of course she isn't going to beat A but she stands a chance. (Mid diff) With the BM cloak that greatly increases the user's power well over 3 times, Tsunade destroys him. Only a fanboy would say A wins.
