Learning any jutsu?

So what do we as a base think of what Kakashi says here and it's implications

Now obviously bloodline limits do not count and for some jutsus you need to have the necessary amount of chakra. But assuming you have enough chakra, and the jutsu you want to learn is not a bloodline limit, can you learn it because of excellent chakra control.

We are knowledgable about chakra types. We knows it's too uncommon for someone to have three releases. Kakashi's natural release is lightning and it would seem he taught himself to be proficient in earth and mediocre in water. So would it be possible to learn any jutsu (within reason) with hard work and chakra control?

Theoretically it would be possible but it will have great difficulty

Everybody has the potential to learn any jutsu, but Kakashi has been the only one capable of actually doing so, mastering 5 natures.
Lightning, earth, water, fire and wind.

Kakashi has never used fire or wind so we can't say he's mastered them.
