I think you're exaggerating, I think they all do a decent job, Kakashi is really well done in the dub imo

The thing that he fails at is: Listlessness =/= Mellow. In the Japanese, Kakashi is very relaxed but he's still quite expressive.

The American actor chooses to portray Kakashi's mellowness by being listless and tired. That's not interesting at all and makes me fall asleep. Since you can't even see Kakashi's face you have to rely even more on the voice.

Even Eeyore sounds better and that character is supposed to be tired.
