EMS was able to fight the 1st hokage for days, this means that Sasuke is probably on par with Naruto, seeing as though Kishi loves to keep them balanced, like yin and yang.

Itachi found those tools, they aren't part of his ms, not an ability

Uhhh nah. Sasuke sensed Naruto's power and was shaking in his boots, LOL! No he's not on par with Naruto, he couldn't give out chakra to the entire shinobi alliance while simultaneously fighting the Juubi and Obito. He's strong yes, but Naruto is his superior as far as raw power. Now as far as strategy and battle intellect Sasuke has Naruto beat and that may help him but it only goes so far.
