most likely, but it would need someone with a high chakra level to use it, or they would only be able to use a few small scale techniques and be out of chakra.

No clan without the body uchiha/senju/uzumaki and the chakra reserves could handle it. Nagato's body suffered because of the strain tht it but on him. Obito's rinnegan is nothing more than a cheap imitation of the original hence why he doesnt have it in both his eyes because it aint even his

Yes they could but personally I would like to see the rinnegan not go to anyone else but Naruto and Sasuke.
I doubt they would need his rinnegan, I believe they can both awaken it somehow.

Yes, just like obito took it from nagato when he died. But they would need a hell of a lot chakra to use it, probably uzumaki DNA, as this was a reason why madara chose nagato in the first place

There are characters with the chakra reserves to use it besides Naruto. The raikage comes to mind. Nobody that fit the plot though. What should happen is someone should stomp on it.
And then there's the other rinnegan floating around... one of the few mysteries left in the series is the location of the other rinnegan.
Plus when Sasuke dies on the battlefield he's going to unlock the SIX PATHS OF SASUKE

I think Oro has been after them all along.... He even might know where the other Rinnegan is.... I think Kabuto being a top class spy knew it.... Oro has all of Kabuto's knowledge.... So he might know it as well.... =D =D
