Who is most intelligent ninja

Having power doesn't make someone intelligent. The guys who can formulate many plans and execute the best one are the intelligent ones. Which characters come to mind with that said (written)?

Can cheat any jutsu. Now with Kabuto's knowledge he is immune to Genjutsu perhaps.

Tsunade is one of the few characters who got 5 points in intelligence.
And Sakura is the most intelligent in K11 after Shikamaru.

In the manga it is stated Kakashi is the most analytical ninja and his feats seem to prove it (outsmarting Itachi and Obito, cracking Obito's jutsu, finding out Pain's weakness without which Naruto wouldn'e have won and many more).

Though I'm not surprised at the fact that there are so many votes for Itachi. I mean, this is NarutoBase, bias is common here.

How is that related to intelligence? His decision to not completeley kill others at the beginning of part 2 does not prove anything about his intelligence... He is someone who trapped to his past and can't even make proper decisions with his ow mindset...at first he was ike "imma revenge!!!" and stuff; but he does not think further.
Again with the intelligence; there are many characters who are more intelligent than him in different aspects.

MS,EMS,Rinnegan powers does not require intelligence,they are awakened,meaning born suddenly in the users eyes.
madara didn't create any of these jutsus, he just got them handed,then practiced to make them better.
the creation of jutsus,or leaning them is what takes brains not the practice,and in madara's case,the jutsus what made him powerful were awakened,neither learned nor created by him.so he's not that intelligent.

Genius means talented; it does not mean highly intelligent; for example Shikamaru was a genius at intelligence, Neji was a genius at gentle fist, Lee was a genius at ability of opening inner gates. Orochimaru praised his talents in that fight, not his brains.

I have a feeling Naruto will end up surprising everyone in the end. He's judged for how he is atm but he is Minato's son and has already proven to show his abilities when battling and training.

Each genius already stated in the manga is not an actual genius however. They are geniuses in the field they are best at and to me, Naruto is no exception. He's already slowing surpassing his father as stated by Kurama regarding chakra.
