Poor development of characters

I think that one of the flaw's of Naruto is a really bad Character development and weakly developed relations with characters.Especially because of the number of episodes/chapters it has.The only new things characters get are abilities and power ups but no new characteristics.All I'm saying they have just a few traits when they could be made brilliant characters.
For example lets take:
Naruto:I will be the Hokage!!I will never give up as this is my ninja way!!Bwaaah I will bring back Sasuke!!!
And now his relations to other characters:
1)Sakura:"I luv you Sakura!!"
2)Sasuke:"I will bring you back!!"
3)Villains:"Are you mad!?Don't you see people die when they are killed?"

Sakura:absolutely no development.

I agree. Kishi trolled Neji, Lee, Hinata etc. So much initial development, only to be fodderized in part 2. I actually think Sakura gets panel time, Kishi just made her useless. Naruto is more concerned with Sasuke than anything else. Given the big introduction Sai was given towards the beginning on Shipudden, at the time you wouldn't have been blamed for thinking he was going to be a big character in the plot. Now all those Sai-centric chapters seem a perfect waste of good ink. I preferred Naruto when he was an underdog. Now he is too op and is some kind of a hero child.

Hinata has emerged from the shadows, twice.

Sakura well yeah u have some fair points. she did learn medical jutsu..... i guess.. although she hasn't made it her own yet.

sasuke has been a flip-flopper for the entire series. he goes with the flavor of the month.

villains have ranged from missing-nins to internationally wanted mercenaries, and now zombie demigods. all defeated/will be by pnj/tnj.

all other villigers now love naurto and respect him when he was hated befoer.

every1 else in NV has gone from nations competing with eacher and harboring hatred to cooperation for mutual survival. which will lead to comprimise and appreciation.

Character developments were more realistic, various and interesting in part1; i really did not like the Naruto's God complex and being shinobi Jesus. It is weird; Kishi focus too much to Naruto in part 2; yet he did not show impressive development; most effective and interesting one was with Jiraiya's death; but then his Goddamn God complex kept showing up and i really did not like it.
And villains or bad guys who encountered with Naruto always have the same development type; good-bad-beaten by Naruto-good. Just look at Neji, Gaara, Nagato for example. Gaara was one of the best developed characters; but he became a Uzamaki Naruto d*ckriding fanboy, he get ruined too.
There are too many examples...

I agree, it pissed me off when Gaara became a good guy, his character was so well developed as a villain. Oh well, I guess all good things must come to an end.

What you are saying isn't character development or new relations.It's new abilities(Sakura part) and new characters(villains part)who are the least developed.For example lets take Kakuzu:Likes money and is old.That's all.

Yeah,he did focus on Naruto the most.But he focused bad he didn't develop any new character traits but just new OP abilities that make all other ninja legends look like shit.Gaara did change but for the worse.
