If Sasuke can control lightning (Kirin), then Naruto can control air?

Sasuke basically uses very little chakra to control Kirin. He merely activate Chidori on his hand and direct the natural lightining towards the opponent as Kirin.

Thats lightning style.

What about Naruto who can can use wind element?

Basically wind is everywhere... Can Naruto uses the surrounding wind to his advantage?

Naruto knows only one wind related jutsu, which he can't even use properly in his base form. So i think he need to show some more wind related jutsu like how danzo showed, to reach that level.

And NO, kakashi/bee/raikage CANNOT use kirin.
