It was stated in the past that the Hokage is the strongest in the Hidden Leaf Village.

Even assuming Tsunade was the strongest in the village, which she wasn't, let's take a look at her role as Hokage.

The major event that happened in Tsunade's "reign" was Pain's attack on the village.


Naturally, the Hokage, as the strongest in the village, should be able to contend with a threat like this and protect the village, right?

Well, all previous Hokage could have. But Tsunade just about did nothing. She did absolutely nothing to contend with Pain, and even her slug summon didn't do it's job, as hundreds of villagers perished until Nagato revived them. Then, naturally, she went into a coma.

NARUTO of all people had to step up to deal with the threat of Pain.

This alone should show you she isn't underrated at all; In fact, she doesn't even deserve a top 20 spot.

Let's move on to her other "accomplishment" which was "contending" with Madara.

People like to bring up this instance to show that she can contend with other Top 5 characters. But that argument is just ridiculous.

Tsunade had the assistance of 4 REAL Kage level allies, and still ended up being cut in half.

The 3 Sannin being equal to each other argument is laughable. Jiraiya and Orochimaru are so far past Tsunade it's not even funny. (Gee, I guess the parrallels to Team 7 do hold true...). Sage Mode Jiraiya completely poops on Tsunade, and Orochimaru turns her into a joke as well.

Her Creation Rebirth is somewhat impressive... That is, until it runs out and she's left in a coma again. Outlasting her Creation Rebirth would be a cinch for any of the Top 20 prospects, so that isn't helping her here.

My point is that Tsunade isn't underrated; in fact, she is mostly overrated.

With nothing in her arsenal except mediocre speed, Impressive (although risky) healing, and big-boom punches, she does not live up to her Hokage title nor her Sannin Title.

Get it together, Tsunade.

An undying body with unlimited chakra with each of the best KKG in the series vs 5 kages bound by human limits and Tsunade survived and is still able to summon katsuya. True she did fail in the fight vs pain but I don't think anyone from konoha had info on the scale of chibaku tensei. Maybe she thought that was enough?

I don't think shes overrated at all. Compared to the other kages she is the weakest by far though.

Tsunade was the strongest person outside of naruto before this war started and even during the war.


Untill Kakashi's Kamui got extremely haxed, Tsunade was easily the strongest. It's not her fault the main character is in her village O_O

She is the most skilled medical ninja so I guess she deserve some praise.
Other than that, she can't be compared in terms of overal strength.

Pros:

She created an entire medical ninja way of life that saved the lives of thousands.

She became Hokage because she was the best choice (Being Hokage isn't about being the strongest. Otherwise, Jiraya should have been Hokage, but even he knew he couldn't run a village.)

She is one of Sannin that single-handedly is responsible for making Jiraya into the Ninja he became now. If it weren't for her, he probably would have dropped out. Yes, his goals did change as time went on, but she was the kick-starter...

She is physically the strongest ninja alive (so far as we've seen) and can tank all damage, even Susanoo sword bisection.

Her administration occurred during a time when every S-LEVEL Rouge Ninja in the entire Ninja world decided to attack ONE village. And you think she did a bad job of trying to protect her village?!!!

Pain had power levels beyond that of a Kage. I bet even Madara and the 1st Hokage if they did one on on with Pain (not edo Pain) would have had a tough time beating this guy. No one could have guessed that Pain possessed a jutsu that literally had the effect of a nuclear blast.

She protected every villager using her slugs as remote healing bugs to the best of her ability until Pain nuked the village.



How can you say she is underrated?

According to your points, the 4th,3rd, and presumably 2nd and 1st hokages were failures as well. The village was destroyed by Pain. Okay. She didn't save everyone's life. okay. But much of the village including people Minato held dear to him, including his wife, were killed in the Nine-tailed invasion. Sure he succeeded, but he lost his life along the way. Hiruzen couldn't prevent yet another invasion by his student Orochimaru and Sunakagure that killed many people as well. You could say he "failed" as well. Tobirama was cornered like a rat by the kinkaku force and presumabley tons of people died that war too. I'm sure Hashirama couldn't protect everyone either. The point is, not saving everyone's life, and being defeated by the enemy doesn't necessarily mean they're not cut out to lead.
Hannibal of Carthage lost to Scipio Africanus at the battle of Zama, but he is still revered as one of the best military leaders the world has seen despite his defeat and death toll on his side.

Explain why Jiraya wasn't Hokage then, because according to you, he should have been. In terms of both skill and fighting ability. She was chosen because she could run a village. And yes, she is VERY strong. But I'm fairly sure that in a serious fight, Jiraya could beat her down (provided she never landed a hit on him first...).

However, if she is the strongest, then why are we debating about this? And yes, she is very underrated as everyone thinks all the other Kages can walk over her.

Assuming that those Kages can stop her from healing herself on contac and punching them 50ft into the ground.

Edit: Tsunade stood up to a man that threatened the world's existence while the other kage whimpered like dogs. That's a damn good military general to me.

You're missing the point, Jiraiya SHOULD have been Hokage, but that just didn't fly with Kishi. The only reason Tsunade was Hokage was because of plot.

Okay, fine. Tsunade doesn't get credit for Naruto's work. However in response to the other "dense" one :p you said Tsunade is hokage because of plot. Then it's safe to assume Tsunade lost to Pain because of plot. That Pain vs. Naruto fight avenging pervy sage had to take place, so Kishi had to get rid of the strongest person in the village at the time (of course minus Naruto and Jiraiya). Think of it like this. Kishi had to take out the only other person than Naruto that could rival Pain and that was Tsunade.

She did her best. Honestly, none of the Hokage would be able to stop Pain rather than Hashirama and possibly Tobirama and Minato but the latter two will more than likely die.

What plot? Couldn't have Jiayra become Hokage then get stabbed when Pain came to attack? How would have the affect been any different?

I don't see the issue with this "plot-no-jutsu" that you are pulling, because frankly, now that I think about it. Tsunade IS the strongest. Her Strength of a Hundred Technique heals any wound on her body instantly, and for as long as her Chakra lasts (and she, out of all the Sennian, was noted for her Chakra control and reserves). So she probably could beat Jiayra into the ground hands down, since you cannot really kill her while that jutsu remains active.

The only reason Pain got past her was because she was using all her Chakra to protect every single villager from dying of blood loss via her slug summons. She knew she wasn't fast enough to take out all 6 of the paths and even if she did, the death toll would still be devastating. She decided to try save all the villagers instead of risking losing 90% of them when she had finished beating the crap out of all 6 Pain paths.

Frankly, speed is her only issue. If she was significantly faster, she probably could have taken on Pain. But on a one-on-one fight with Pain, she probably could, since instant regeneration sort of makes on un-killable.

4 real Kage? I'm pretty sure that fight proves her to be at least 3rd strongest of the 5 kage. Yes she got cut in half but she can still summon and heal the other 4 kage in that state, whereas 4 kage who's limbs are in tact can't save themselves. She should let them die then.

She could have blindly attacked the pain paths, she is capable, just like hiruzen and the others would have been. But would ultimately lose from them reviving and having to locate Nagato maybe katsuya coulda helped with that.

Jiraya lost to pain though it may be because he figured out the whole thing too late, i'm pretty sure Jiaraya > Hiruzen and he couldn't do it.

Tsunade has been nerfed Twice to accomodate Narutos development which i am fine with, part 1 she was bested by kabuto for who's development? Pain arc, to show off whos Sage mode? It's just the typical thing for the women of the series, tell me other females who can contend with top 20 as you say, if you say Konan, Tsunade still follows behind her if you want to put her infront for the women.

And unfortunately, this is where we're supposed to rely on hype. She's the fricken hokage, has Senju blood, is a Sannin, and revolutionized medical ninjutsu. Usually I'm like you, don't depend on hype. But considering how much she has, I think we were all expecting much more...
