I've rewatched the Oro/Itachi and i've noticed 2 things:​

1st: It's the only "legitimate Itachi fight" in the series.

2nd: Itachi casts a VISUAL genjutsu on Oro without as much as even looking at his opponent.

Madara knows too mant forbidden jutsu to come to that conclusion. Most of Itachi's jutsu are Uchiha based which leaves him at a disadvantage.
