It's a tricky match. The third lacks the V2 Armour, which means dodging him with 3T should not be a problem for Sasuke. It's his durable body that is truly a problem here. His black Lightening can be foreseen with 3T Sharingan and evaded but Sasuke's Raiton attacks will not penetrate his armour, nor would his Katon attacks prove to be very damaging. Repeated ones would most definitely injure him, but it will only consume needless chakra.
However, this man is susceptible to genjutsu. If he falls under it, Sasuke can hit his vitals to Injure him. Or he call also summon Manda in to get the upper hand. If need be, even hawk can be summoned for assistance. Sasuke's CS grants him additional speed and wings, hence if it gets even slightly hairy, he can always take to the air. Kirin can be prepared in this regard. Once it's done, it's over for Raikage. But will he have enough chakra by then?
Like I said; pretty tricky. It can go either way.
