i will just point out certain important aspects of itachi's fighting and as to how he fairs against some opponents and then you'll decide if he's overrated or not.
Hashirama: known as the god of shinobi, hashirama has shown some awesome wood techniques and his sage mode etc. but does he have a counter to tsukuyomi? It has been mentioned that only a pure blooded uchiha with atleast fully activated 3 tomoe sharingan has a chance of countering it. Hashirama has excellent chakra control but will that be enough? I don't think so and besides madara never has been shown to use tsukuyomi against him, so we can't say for sure that he has a counter to it. Plus itachi can use his susanoo to defend himself and can use amaterasu to burn any of hashirama's attacks.
Kages: none of the current kages have any counter to tsukuyomi or even normal sharingan genjutsu. So before they even go on the offense 1v1 against itachi they won't even realise that they are already under genjutsu.
Naruto: okay, this one's tough, obviously naruto has the upper hand because of his high stamina, kyuubi's chakra, support, defense, speed, raw power. So yes, itachi has a high chance of losing because of his low stamina. But that doesn't mean he can't win at all. he can keep susanoo activated and can tank TBB, he can seal naruto with totsuka and even burn him to nothingness. And yes he can because he is smarter and has superior analysing ability. I don't really expect him to stand out there and let naruto power up. Plus susanoo activation is instantaneous so even if naruto uses speed to attack him, itachi can block him with susanoo. And we also have yata mirror to deflect every attack.
Madara: this is one war itachi just might lose. Because madara has EMS, rinnegan, is a god practically. So itachi's genjutsu won't work. All he can depend on is getting an opening at the right time and seal him with Totsuka.
Obito: Itachi cannot beat Obito but Obito can't beat him either....Obito is basically good in dodging and defending attacks using kamui but has not been shown to use any offensive long range attacks. But yes if itachi can create a huge amaterasu and make it burn for more than 5 minutes, like the paper technique konan used to make explosions for 10 minutes at a stretch then probably Obito has no other option but to use Izanagi.
Nagato: he is powerful, nearly invincible but we have seen how edo-itachi defeated edo-nagato. And don't say itachi had an advantage of being edo...i mean c'mon itachi didn't even use any advantages of being edo like regeneration etc but nagato used when he was caught in amaterasu. and itachi analysed chibaku tensei's weakness. So yes, itachi has a good chance of beating nagato. He can even counter nagato's 360 degree vision by blocking the summons' eye sight using shuriken.
Kabuto: izanami, amaterasu and totsuka to seal the edos...obviously if kabuto uses an edo army it will be hard for him to control all of them at the same time and hold his own. So he will let his guard down and itachi is smart enough to get an opening and seal him.
Sasuke: genjutsu won't have any effect....but still itachi has sealing weapons....he can counter amaterasu by using susanoo. it will be more or less a close combat.
Orochimaru: itachi defeated him woth genjutsu, he defeated oro's hydra technique as well. So no reason to think that why he can't beat him again.
Minato: genjutsu will be needful still it will be a close one.
Overall, what is more important for ya'll to know is that anyone who is NOT a jinchuuriki or a pure blooded uchiha with perfectly developed sharingan or doesn't have sage mode can be easily defeated by Itachi simply by using VISUAL GENJUTSU. No matter how many badass ninjutsu techniques any opponent has, itachi is always a step ahead and once caught in his genjutsu there is no escape. There is a damn good reason as to why he is feared. He is consistently the best genjutsu user and can end the fight before even letting it to begin. strength and raw power aren't the only factors after all. Itachi's intelligence is way beyond anyone can think of, he is an awesome strategist and he is fast as well. Itachi has very good reflexes...for someone who can draw multiple kunai in his hand in a fraction of a second without making the slightest movement we can very well say that itachi is fast enough in close combat skills. He even blocked a chidori by sasuke by holding his hand. he can end the fight at the very beginning and the opponent won't even realise. So yes in my opinion, itachi isn't overrated and is consistently the BEST NINJA EVER in terms of ninja skills, power, speed, defense, intelligence because all these factors are balanced inside him.
