Its either Hinata because of Koto Amatsukami with a biological lethal genjutsu or Minato because if he makes contact with an opponent, flying thunder god technique then his battle kunai. Naruto does have his rasenshuriken though.

Many of your tiers are redundant as they mean the same thing

Gods are divine and jonin means elite ninja

Not to mention many ninja you place in each tier is off

Example;

Sasuke at the summit when he was facing the raikage would of been a draw at best so how he ranks higher then him at that point makes no sense as the raikage was faster,stronger and could not be placed under genjustu.
The reason it would of been a draw stems from sasuke using amaterasu to fend of an attack the raikage was purposefully
launching forward with,with no intention to dodge.(A.k.a the only way sasuke got a clean hit on him that even sustained damage,since you know chidori was brushed off )
