Knowing Minato, Kurama won't have to apologize. For one, Minato seemed to have the foresight as well as the insight to see something like the war or world domination in the pipeline. With that being said, I'm sure he understood that Madara's will was being imposed upon Kurama.

Nope, not that easy. Kurama will feel blamed because unconsciously he killed Minato, his best friend's dad. He can't stand facing naruto. Then some dialogs of how kind did Minato. Kurama finally understand why he sealed him in naruto. and afterall Kurama feels lucky with that.then Kurama will yell "SORRY FOR SENDING YOU TO HEAVEN, MINATO SAMA..!!!"
