This is true, however, it is not inherent in their genetics. A true Sage has it born within him, and that's when his power is exponentially-greater than Madara or Hashirama.

Madara HAS Mastered the Rinnegan as he even taught Obito everything the Rinnegan can do & how to use all the abilities. Madara hasn't used the Rinnegan for anything other than Preta path because the Alliance got Solo'd by his EMS
