Orochimaru seems more impressive to me, but just barely.

I'm talking WITH arms, of course; without arms he doesn't stand a chance in hell.

Now before someone posts that scan of Itachi Totsuka-ing Orochimaru, I wanna say this. Orochimaru was in Hydra mode, and it was clearly slow and cubbersome. In any other starting situation, Orochimaru would have faired MUCH better.

Itachi's stamina can't last out Orochimaru, so Susano'o won't do much.

As many have said before;

Itachi: has ms at the time and was protecting himself
Orochimaru: was only trying to take his body.

If you notice, Orochimaru was about to unleash the jutsu which is why Itachi cut his arms.

And in the Sasuke vs Itachi fight, Itachi recognized the 8branches technique. Which gives a hint that the fight lasted much longer.

And now Oro has mokuton.
