There is no Hokage yet. Seek out the BULLETIN BOARD POSTS in the kage mansion of any village to get missions.(bulletin board posts are the posts in Big read letteringlittered throughout the thread) also keep an eye out for new posts.

No one has requested to be Hokage so you won't find him/her look for the Bulletin board posts at the kage mansions for missions.
