So it probably is slowly transforming too.

I don't know, I feel like the Juubi is a monster that transforms in one-go, it did that for its second form, it probably will follow suit for its final form.

That's most likely not a new form, it just gathered energy for the jutsu it used in the end (Tenben chii).
