What characters need developing?

Anyone from K-11 for me.

Most of k11 for me. I noticed they tried to do this a lil at the end of naruto when instead of them going right to shippuden they made filler arcs that included the rest of k11 which was koo cuz we got to see their skills and personalities.
They could've done some of that for shippuden and that wouldve helped show their development from part 1 ta part 2.
