No he doesn't. That tech is called Red Hawk. We don't know how it works, but a large amount of fans believe he uses the heat from Gear 2 to ignite his arm and uses Haki to protect his arm from being burned.

what you saw was luffy's rubber body vulcanising and then catching aflame to enhance his attack (with the addition of haki)

No, he basically volcanized his arm to the point where it caught on fire (vulcanized rubber being heated rubber). He does not have the Merra- Merra no Mi; however, this technique does add fire to his moves!
