All characters any point in series all power-ups. I say Naruto's Sage mode. To that point he was still all Rasengan/clones, when he got sage mode he still used rasengan and clones but I was still pumped up on sage mode.

Naruto's Chakra sharing ability, naruto can make anyone kage level now, there is no question about the best power up since he can basically power up anyone. Nothing can compare to that.

I think two things , first of all Naruto's Biju Mode and that he can share his chakra with everyone, second I would point out Kiba's power-up , before this he needed the help of Akamaru to follow a smell, but now he even can follow the smells in a distance of several miles

I would say Naruto's power up to Kurama Mode (when he freed Kuirama and got the cloak)
