It definitely seems that way, though I don't think he's taking too many.
When chapters are released consecutively each week, it becomes a blur and we become used to it, but when there's a break the motion suddenly stops. It feels like barely any time has passed since his last break, so we initially feel like he's lazy and taking too much time off.

He only gets about 4 or 5 breaks throughout the year, maybe even less than that, but we wouldn't want to overwork Kishi or the manga will lose quality.
