yes but what makes you think she'd be fighting anyone alone? If fukasaku, gamabunta are considered part of Naruto/Minato/Jiraiya's ability, then they are part of Shima's ability as well. Shima summoned sm Naruto, Pa, Bunta and the other frogs to konoha during the Pein arc. So she can summon not only humans but any frog from Mt. Myoboku. I have got reasons to believe that she's the top female in Naruto.
