When the databook came out, Itachi was the only one with Susano'o. Kishi most likely made it so Susano'o DID require Tsukuyomi and Amaterasu, but it has since changed with the times. Take a look at the databook:
The Databook also states that Susano'o itself weilds the Totsuka Blade and Yata Mirror, which we now know is only exclusive to Itachi. The Databooks may have been a reliable source before, but things have changed now and Susano'o most likely does not require Amaterasu and Tsukuyomi.
I believe Susano'o is a technique you acheive once you have perfected both your sharingans, hence why Obito doesn't have it.
EDIT: Something else I noticed. It also says that Susano'o awakens for those who have MASTERED those two techniques; Now, do you really beleive Sasuke mastered Tsukuyomi? No. If Itachi had apparentely mastered it, and Danzo said Sasuke's Tsukuyomi wasn't on Itachi's level, Sasuke could not have mastered it.
