Is Sasuke best Raiton user?

Sasuke hasn't really done that much with lightning actually, I mean aside from his chidori variations and Kirin-nothing. Its liking saying Naruto is a good wind user since he has 500 different rasengans using wind.
The raikages are probably the best and then Darui.

What am Reading on here Sasuke has the strongest Lighting technique period...Sasuke uses Raw Lighting with his Kirin technique its not the chakra type lighting everyone else uses...What has A shown with lighting besides wearing it as armor he doesnt use any other lighting style attacks...All he do is use Taijutsu with his Lighting armor on

WTF NO, Naruto got only one Fuuton, and Sasuke got many Raitons

Chidori Eisou is almost one shot everyone and Kirin is Insta-Kill

The Third Raikage is basicly A and Darui combine, he has A's Armor and Techniques, plus he can utilize Black Lightning. I was hoping to see the master of black lightning utilize it in the war, but i guess kishi cut it short :[ no black lightning armor or blacklightning vs Amateratsu (black flames).

A is second for obvious reasons, he can do more than Darui even though Darui has Black Lightning.

Darui is third because he uses more lightning attacks than Bee they would be a close draw if its a all out lightning battle only.

Bee is third, he doesn't show much of his lightning tech but it is probably because he has the Hachibi, he is still over Sasuke tho, coming from the land of Lightning i'm sure he has other techniques within his arsenal.

Sasuke is behind Bee but over Kakashi. Obviously he has surpassed Kakashi in lightning techniques, being able manipulate it to a higher level. He is probably the best Raiton user outside of the Lightning crew.

Kakashi was the first shown to use any lightning technique but not all his moves relies on it. He is behind the rest but is still up there with them being the second best and could be debate to be better than Sasuke also being his teacher most of sasukes lightning attacks exist because of kakashi.

I am open for a debate when someone could be a mountain buster with Raiton or maybe try to tame pure Lighting.

First of all

Chidori - single target Jutsu.
Chidori Eisou - giant spear with giant range.
Chidori Nagashi - very large AOE
Chidorigatana - Chidori on Kusanagi no Tsurugi
Chidori Senbon - medium range very wide AOE

About Kirin, he made the lightning storm, he used Katons and aimed to the sky, then the lightning storm happened, he can make Kirin anytime he want, he just don't used it after the battle with Itachi for plot reasons

Technically Sasuke only directed the lightning after he made it rain. kind of like how the Iroh did it in Avatar but sasuke just led it with the lightning in his hand. that was more of a 1 hit wonder technique if he misses then hes done for. Raikage has Chidori beat, not only is it on his hand but he can manipulate it to other parts of his body. Sasuke did this once when fighting Deidora but it was more like he shocked him self to defuse the micro explosives that was in his body. Bee is debatable because he is on par with his brother but relies more on Hachibi.

Yeah but armor is more for defense, Raikage uses it as an offense too as shown during the war, it has more impact than Chidori. I think kishi is moving Sasuke away from the lightning tech and towards the Blaze and fire techs more.

Yeah, I definitely agree with that, I don't really expect Sasuke to eshow us any new lightning moves nor actually use any lightning moves bar Chidori (Normal Version)
