I would say it's obviously Tsunade Senju. Tsunade is underrated because she falls under criticism (including mine) for her piss-poor job as the 5th Hokage. And that because she stands next to crazy-strong hokages in the form of Hashirama Senju (God of Shinobi), Tobirama Senju (Godly Water Style user, and Creator of Flying Raijin and the Reanimation Jutsu), Hiruzen Sarutobi (the Professor of all Ninjutsu), and Minato Namikaze (The Yellow Flash of the Villiage Hidden In the Leaves), the Slug Princess gets the shroud of shame for being inferior to them in strength.
I however, don't view her in this fashion. Now I DO think she is a piss-poor Hokage (not in terms of combat, but in leadership), I don't let that rattle my judgement on her strength. . .
If you look at my breakdown of Tsunade's abilities from a prior thread, you can easily see that she is NOT to be f**ked with. She can literallly become a human wrecking crew with the power of a nuclear warhead in her fingertips and not even give a flying f**k about damage done to her body.
So in conclusion, even though she isn't as strong as the previous Hokage, she IS a force to be reconed with!!! AND not to be underestimated!!!
