How was Raikage the fastes?

Sure Shisui was a master of body flicker. But Raikage is above avg with his body flicker tech, but also adding in his lightning armor it increases his reaction speed, impulse and something about his nerves .
-I'm pretty sure C(the genjutsu guy with Darui) went into detail about it when they were fighting Sasuke

The lightning armor is chakra.
Like I said I haven't seen him actually fight someone without Lightning around him.
Rock lee,
Minato,
&
Shisui.
Has said to be fast & some seen to be fast in base form.

We're talking about the kage summit here.You know how powerful sasuke became after part 1 right.
Also kakashi didn't use the MS in part 1.What I'm saying is that gaara blocked raikage's attack when he was not at his top speed.Gaara can't keep up with the raikage's body flicker/teleportation.

Kakashi used MS on part 1.
When it was Itachi Vs asuma Kurenai & Kakashi.
Don't underestimate Gaaras sand it's fast.
If he was fast enought block rock lees base speed no weights.
Until rock lee got serious of course.
Raikage isn't that fast.

I never said gaara's sand is slow.It's just that raikage is faster than his sand. U_U

Riakage is awesome! He was super ****ing fast and when him and minato fought he almost smacked minato right in the mouth and same 4 naruto.those are the only 2 I would say faster

1- Lee fought with a pre-mature Gaara and A wasn't using his max. speed against Sasuke hence, Gaara's sand to be able to slip beneath A's feet is nothing big...
2- Shisui the body flicker... many high ranked ninja's use body flicker, that isn't something above-average... But I agree, NO one comes close to Minato's FTG(Tobirama's FTG is excluded)...
3- 'All Raikage are fast(means abnormal speed), but among them A came out as the fastest of them all with his LA flicker...
People tends to over-hype 3rd Raikage, his speed is around SM Naruto or 5th gate Lee...
4- IMO Speedster's list is:

1- Minato[FTG master]
2- Tobirama/Obito[FTG(expected)/Kamui teleportation]
3- Naruto[BM blitz]
4- A[LA flicker]
