How was Raikage the fastes?

How was Raikage the fastest?....

I mean no offense I'm not trying to bash Raikage.
But if you look at the facts.
I'm not trying to say rock lee or Gai are faster.
But, at the Kage summit Gaara was pretty quick to block Raikages drop.
But, also when rock lee took off his weights on base form no gates he was able to do many clean hits, the sand protected him most of the time.
Don't get me wrong of course Gaara has improved.
Tho, rock lee has too & he trains way harder than Raikage.
So why can't he or Gai earn the title.
I'm guessing its because rock lee & Gai could care less.
But, if they were to go at it I think there speed would be match to.
No weights four gates.

Obviously Minato is the fastest but what about Shisui.
Minato used seals (space-time ninjutsu) Shisui used his eyes (Genjutsus).

This is how my list stands.

1.)Minato
2.)Shisui
3.)Gai
4.)Rock lee
5.)Raikage

Also, judging how Raikage acquire his speed is by using chakra around him.
I've never really seen him with out that chakra cloak going as fast as the others.
Neither have I seen Shisui speed but in the mangas, it was once said that he can travel by a blink of an eye.

But, please if you think differently.
Then, I insist that you show me your list.
By telling me why also.
I don't really keep my minds focus on Minato & Raikage really sorry.
So ill change my mind.

Gaara has sand Body flicker.

He dodged amaterasu and sasuke's MS had trouble keeping up with him.Also when raikage was about to leg drop sasuke,he wasn't doing his shun-shin(teleportation/body flicker).He was in the air after his shun-shin.If he was at his top speed,you can't really see him.Even sasuke couldn't follow his movements.What makes you think gaara followed him?????

Sure Shisui was a master of body flicker. But Raikage is above avg with his body flicker tech, but also adding in his lightning armor it increases his reaction speed, impulse and something about his nerves .
-I'm pretty sure C(the genjutsu guy with Darui) went into detail about it when they were fighting Sasuke

We're talking about the kage summit here.You know how powerful sasuke became after part 1 right.
Also kakashi didn't use the MS in part 1.What I'm saying is that gaara blocked raikage's attack when he was not at his top speed.Gaara can't keep up with the raikage's body flicker/teleportation.
