i think character, has been in it since the begining something some people believed and some didn't just like hashi the sages importance will be revealed soon

So far plot. I do hope to this changes and he gets some real screen/page time cause so far we have seen to little for him to be a full blown character

He's a character, but i guess you could argue that he's both (but definitely more character than plot device)

Both terms are not mutually exclusive, plot devices can be used in the form of a character, so he's both actually.

I think Plot device. Or he is a static character. Mostly Plot too help Naruto get better.

unless the sage makes an appearence hes not a character hes just plot device

He's made an appearance, and even has lines.

Anyways, read the earlier posts, you cant be a plot device without being a character so either way S06P = character.

Now unless you consider the sage an "object" then he's a character by definition.
