Does Naruto purposely lower his power level/rasengan intensity when he's about to mash his rasengan into Sasuke's chidori?

Go re-read the manga. Rasengan is not elemental jutsu. Minato didnt complete Rasengan becuse he couldnt add his chakra nature to in, you really dont remember that?

Rasengan is pure chakra moulded into a sphere, minato based its concept mostly on the beast ball, if chidori and rasengan clash usually the one with more power In the attack will come out victorious, but narutos wind release rasen shurikan owns sasukes lightning style chidori. Well if we want to get technical then it does and it doesn't use wind chakra. The normal blue varient that we always see has no wind chakra to it - it is pure chakra rotating. On the other hand Naruto has a technique called wind release: rasengan which he used in collaboration with Yamato's suiton to stop Kakazu attacking team 10 + Kakashi.

On to your second point - quite frankly yes naruto reduces his power. He has shown time and time again that creating big ball or even massive rasengans isn' t that difficult for him he just needs to add more chakra. Judging from what we have seen your standard chidori vs. rasengan could be won by naruto simply by saying the magic words odama-rasengan.

Huh, what he used to collaborate with Yamato was fuuton rasengan, and it was the same he used to defeat Kakuzu. That is different from rasengan. Rasengan is pure chakra. If naruto isnt in sage mode, it takes him time to do the odema rasengan. In his 2nd fight with sasuke he didnt have that much time and in their 1st fight he hasnt learnt it. SO Naruto havent been hesitant, chidori and rasengan cancels each other out.

Rasengan in general is superior. Rasengan requires much less chakra, therefore can be used multiple times. Also it GRINDS against the opponent then explodes launching the foe back usually spinning rapidly. Rasengan is also self sustaining when its complete and has no definite limit.

Chidori on the other had is more of a penetration attack with one powerful strike. Chidori requires hand seals, lightning transformation, speed, a lot of chakra, and sharingan, which is optional but advised. Chidori is a single strike attack where half its power comes from the chakra and the other the speed of delivery. Without sharingan, the user gets tunnel vision while in delivery and often wont see an enemies counter attack, but this is fixed via sharingan. Also since chidori requires a massive amount of chakra, there's a limit to how many times it can be used. Another drawback is that if too much chakra is applied it can damage the user as well.

So all in all rasengan is better than chidori

because here are the facts.

Narutos rasenshuriken yes it does contain wind nature chakra, but he can also use a rasengan with wind nature chakra the one he uses with yamato to create hahonryu its called something like that he fuses it with yamatos water style to make a typhoon.

the very first time naruto uses wind natured chakra in his rasengans is then with yamato. you can tell because the chakra rasengan looks like light blue swirl with blue scribble in it when narutos wind natured rasengan has white blades of cloud coming off it and is alot louder it screeches.
and yes it looks exactly the same as the rasenshuriken(but without the big blades on it).

and now to answer the question, I think naruto used an ordinary rasengan on sasukes chidori at the valley and after danzou because the first time he couldnt use wind style and the second time is because he wanted to understand sasuke because of what he said about 2 shinobi clashing that are close to equal strength can understand each other after exchanging blows. I do think naruto couldv wiped him out with his wind style rasengan but then again maybe sasuke used some ****ing magic from his eye to enhance it? the uchiha have some ****ed up powers
